AN ACT Providing for the erection of directional signs for the "K. Thomas Hutchinson Water Treatment Plant" on Interstate 840 in Rutherford County.

WHEREAS, The main water treatment plant for the Consolidated Utility District of Rutherford County, Tennessee, has been named in honor of K. Thomas Hutchinson, a Commissioner Emeritus of the Board of Commissioners of the Consolidated Utility District of Rutherford County; and

WHEREAS, Commissioner Emeritus K. Thomas Hutchinson has rendered unique and valuable service to the good people of Rutherford County during his years as a commissioner and a public servant, promoting Rutherford County through his tireless efforts to benefit his fellow citizens and future generations; and

WHEREAS, There is a need for the general public to be able to locate the K. Thomas Hutchinson Water Treatment Plant, as it provides water treatment services to over twenty thousand customers; and

WHEREAS, The Board of Commissioners of the Consolidated Utility District believes directional signs are needed to properly identify the location of the K. Thomas Hutchinson Water Treatment Plant for the general public; and

WHEREAS, This General Assembly most heartily concurs with such proposal; now, therefore,

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:

SECTION 1. Notwithstanding any other provision of law to the contrary, it shall be the duty of the Department of Transportation to erect and maintain directional signs at sites and facilities of educational and cultural interest to the citizens of the state, including the erection of such signs for the "K. Thomas Hutchinson Water Treatment Plant" on Interstate 840 in Rutherford County at the Sulphur Springs Road exit, both eastbound and westbound.

SECTION 2. The erection of such directional signs shall be within the guidelines prescribed by the Manual on Uniform Traffic Control Devices.

SECTION 3. This act shall become operative only if the Federal Highway Administrator advises the Commissioner of Transportation in writing that the provisions of this act shall not render Tennessee in violation of federal laws and regulations and subject to penalties prescribed therein.

SECTION 4. This act shall take effect upon becoming a law, the public welfare requiring it.
