AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 10, relative to the Tennessee Advisory Commission on Intergovernmental Relations.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:

SECTION 1. Tennessee Code Annotated, Section 4-10-103(a)(1), is amended by deleting the language "their respective state associations" in the first sentence and substituting instead the following language: "the Tennessee County Services Association and the Tennessee Municipal League, respectively".

SECTION 2. Tennessee Code Annotated, Section 4-10-103(c)(2), is amended by adding the following language between the words "appointed" and "in":

for a full term

SECTION 3. Tennessee Code Annotated, Section 4-10-104, is amended by deleting subdivision (7) in its entirety and renumbering the subsequent subdivisions accordingly.

SECTION 4. Tennessee Code Annotated, Section 4-10-104, is further amended by deleting all the language in subdivision (8) and substituting instead the following:

Study issues relating to changing federalism, including federal devolution, block grants, preemptions, mandates, and the Tenth Amendment to the Constitution of the United States.

SECTION 5. Tennessee Code Annotated, Section 4-10-104, is further amended by adding the following two (2) subdivisions and numbering them accordingly:

( ) Conduct an annual study of the fiscal capacity of local governments to fund education; and

( ) Conduct an annual infrastructure study.

SECTION 6. Tennessee Code Annotated, Section 4-10-107(a)(2), is amended by deleting the words and numbers "fifty dollars ($50.00)" and substituting instead the following:

seventy-five dollars ($75.00)

SECTION 7. Tennessee Code Annotated, Section 4-10-107(d), is amended by putting a period after the reference to Section 67-9-102(b)(3) and deleting the remainder of that sentence.

SECTION 8. Tennessee Code Annotated, Section 4-10-109(a), is amended by deleting the first sentence and substituting instead the following:

The commission shall annually compile and maintain an inventory of needed infrastructure within this State.

SECTION 9. Tennessee Code Annotated, Section 4-10-109(a), is further amended by deleting all the language after the fifth sentence of that section.

SECTION 10. This act shall take effect upon becoming a law, the public welfare requiring it.
